How to say no to a stakeholder and keep them

Trade the request against something visible instead of defending a queue.

"No" fails because it sounds like a verdict on their judgement. Reframe it as a trade: their request is in, and here is what leaves to make room. Now you are both looking at the same board rather than at each other.

Do it with evidence they already accept — the commitment the team made, the metric it serves, the date someone else is depending on. Borrowed authority beats personal preference every time.

Then close the loop: what you'd need to see to change the answer, and when you'll revisit. A no with a review date is a plan; a no without one is a grudge with a start date.
